Edit: I do it with my friends on my team so you wont have to worry about making my teammates mad. And i only do it when we got stomped super hard lol

Depends on the tone of the game. If we've been having a lighthearted match, nah, because it's just being funny. If you've been salty and trolling the whole match, you bet.
Pretty sure Riot already confirmed that phrase is reportable and bannable just because of how rude and unsportsmanlike it is.
