The system is very good at matching new players with new players, and players who are obviously not new with players who are obviously not new.
That is the point of matchmaking, after all.
It's gotten a lot better then it used to be. Smurfs get detected a lot quicker than a few years back it seems.
To actually answer your question?
Playing against a really good enemy laner can teach you a lot... but only if you don't die every time you get within a pixel of their max range. A stomp teaches nobody anything.
To that end an even lane is what will teach you the most. If you happen to remark that the enemy is good, but still manage to come up with a way to beat them out, that is 1000x more useful than cowering in fear under tower waiting for your jungler to help you
