You shouldn't have to go through the hassle of filling in and sending a ticket when you could just click 'report for phishing' directly from the chat window and move on.

At least that way they know it's real and not some 7 year old brat being funny "reporting his friend".

If that happens again you can file a support ticket and tell them to look at your post-game chat. Be sure to include the date, the duration of the game (time implied), and any relevant screenshots of what happened.

Ok, but what if it's one of those PM bots that messages you as soon as you log in? You don't even have a chance to get into a queue, nevermind play a game.

Simple: Someone broke into your account. When accounts like yours get enough reports, they get banned. That way the account can no longer contact players with the scam. The ban is only lifted when the actual owner contacts Riot.
