Do not have Dodge buster for dodging a game to avoid toxic team members

I and firm with the idea that you shouldn't be penalized for dodging a game when you can already see your team mates are toxic from chat, banning your champion, ect. I believe this would go hand with a pre-game ban but as a first step.
