[CLIENT] Too many attempts to connect to chat services/ friend list

After sign on the client attempts to connect to chat services. It always fails and allows me the option to attempt to reconnect. It takes Plenty of tries to connect to chat services. Sometimes it connects for a second then disconnects me. It does eventually connect and will stay connected for awhile and does sometimes disconnect to continue the same original problem all over again. This problem started with me 2 patches ago. I would of hoped with the latest past it would have already been fixed.

I have posted this before and riot has deleted post due to lack of information.
