Toxic guy in low lvls gives main accounts name

Sooo, was just leveling this account when a very obnoxious and douchey player starts the whole: "What rank are you scrublords? Probably bronze lol, im _____ so just listen to me and you noobs will get carried." However, this guy decided to name drop his "main" account which he then went on to explain is banned. Is that reportable? Does riot actually care about smurfs any more? I had heard that if they catch you smurfing they auto ban the account. But im not sure any more, after all, riot does love their steady revenue garnered from BS bans.
