shouldn't it be possible to eliminate position ques for trolls in ranked

The game has a system for position choices, but it seems like so many fails que for the same spot with the same champs over and over and over, never playing a norm, never trying to get better. The tribunal doesn't ban for "bad games", which is fair, but when someone ques for adc for example, and in the past 20 games has 18 adc games, and has gone 27/243 with a 0% win rate, or someone that has played a single character 356 times this season with a 5/10 kill death ave and a 8% win rate, there has to be some sort of solution. I main support, and average 80-90% at an S rating, but since I've been keeping track of it, 6% of adc's have a positive kill death average.

I know people say "it's bronze" but when you run a +7kda with 60% kill part. and people go 2/13, and you look at their history, and it's game after game, that doesn't qualify as a "bad game", it's an average game. I know half the people in a game will report half their team every game which totals millions of reports every hour, but there's a system for que dodges, a system for afk's, you'd imagine it would be a fairly simple task to write code to eliminate a position or even a champion as an option for a time period for people that abuse the que system.
