why they need a vote to kick option in ranked play

I've already posted about the broken matching system in lower elos, so I won't retype it, but you still need to have a 67% win rate to improve your mmr, and being forced to play games with people who consistantly troll team select, or face a time ban, is extremely frustrating. This example is a guy who is qued as top, and first picks jungle. I went 3/0/19 for the win. Most recently, I went 5/0/7 in a game where our mid had a 0% win record, and our top had a 20% win record on their champs, averaging 4/10 kill:death rates.

Even if the vote to kick option required 3 votes, so duo trolls can't just sidestep the system, that would be fine. But over and over and over you have trolls you can't dodge playing with, or at least more than once a day where dodging the game would hit the 30min time ban. There are a dozen ways to fix the issue. Saying you have to be rank 5 on a champ before playing it in ranked, you have to maintain a win average of 35% (yes, most people are below that) that you have to maintain a game average of B or above, and letting you at least have the option of removing a chronic troll from a game without having to face a punishment for not playing with them.
