Easy to exploit this as well.
You have someone on a smurf account that says in lobby every game "Im gonna troll", you report that person everytime. If at any point in the game it becomes obvious you are going to lose simply have that person sell all items, buy tears, and run it down mid until gg. You get a free dodge everytime.
Also just because people hover a champ doesnt mean it shouldnt be banned. The last pick on our team is hovering zed and no one wants to pick it for him before his turn. There are 4 to 5 chances the enemy team takes it first, do you risk giving over a power pick champ like that or just simply ban it out of game completely? I most certainly ban yasuos when our top/mid is last pick and they want them, theres too high a chance the enemy takes it first, then what? Would'a been better off banning him outright.
Yes any system that allows players a free, unpunished dodge, can and WILL be exploited as I just showed.
There would need to be a literal human ref in every lobby to ensure a system like you suggest wouldn't be exploited and there simply aren't enough people around to manage tens of thousands of simultaneous games without bankrupting riot or causing the end of the eSports scene which, if eSports is gone, defeats the entire point of the league ranking systems.
