Like really, that seems much more appropriate.
The punished players can type all they wants (All, team, and post game) but none of the messages will ever be seen by anyone else, they even do that to voice in OW.
It is essentially being muted right out of the gate in every single match you play.

Because Overwatch is in the same situation League was upon its release. It's a new game that is extremely fun to play where the community doesn't take it to the extreme and a lot of people are joining and people are expected to do poorly. Give it 7 years like League and you will see what happens.
