More serious punishments for dodgers after ban phase

We all have had it happen to us that someone is a one-trick-pony and decides to dodge by letting his timer run out when he is last pick. It's one thing when its at the beginning of ban phase but another when youve been waiting 15+ minutes to start a game (Que time + ban phase + some of pick phase). I've seen it all too often where someone leaves because their champion is banned or something.

I am currently in a que that has lasted 3 times the expected time because of 3 dodgers because they had their champion banned.

This needs to be fixed.
