Can we just make it to where you cant ban the champ your teammate is hovering?

I dont care what people might say "what if they hover a broken champ and then pick another so the team gets the broken champ" Id honestly rather be able to play the champ im most experienced with in ranked, and fight a broken champ. Then have to play an off role champ i fill with. And the amount of trolls pre 30 in this game is actually shocking. I have complained about people troll picking (which people took completely out of context, i just feel if someone selects a champ that doesnt belong in that lane and OPENLY ADMITS AND REFUSES TO PLAY THEIR ROLE JUST TO DEMOTIVATE THEIR TEAM SO THEY FF, should not be allowed) but back to the point. Ive had an unbelievable amount of games when leveling up a new acc, where someone has met me in one game. Tilted and flamed me for things completely out of my control, and then proceeded to troll me everytime they see me in champ select. No wonder nobody wants to try and learn the game anymore. I invite my brother to try the game and more than half our games theirs one super toxic person claiming to be a smurf and then they troll and int cause their account doesnt matter. It makes it very uninviting. He enjoys the diversity, but the community is so shit, filled with nothing but arrogant and toxic "smurfs" who claim they can win anytime they want. So many shit mentalities in pre 30.
