Cant create a second rune page

Ill create my first rune page on my new account, just hit level 15. Bought a shit ton of mid laners to see how fast i can climb with this new "every mid laner builds tear now cause a seraphs embrace can give 130 ap before 10m" But i cant even create a second rune page, ill click create a new rune page and itll just take me back to see my first rune page and nothing new happens, ive restarted my client, ive deleted the first rune page and nothing has happened. Sometimes it'll even mess up the clients alignment.
