He was permanently banned from league as a person instead of on an account by account basis because he was trying to make being toxic cool and getting people to imitate him. If Riot finds him playing they ban him on sight.

Tyler1 is a streamer who was indefinitely banned from LoL for being incredibly toxic and inting at times. Got over 20 accounts permanently banned. As a result if Riot can determine an account is his, it is banned; which makes it hard to publicly stream on Twitch.
The difference between indefinite and permanent is if Riot decides Tyler1 is reformed, he will be allowed to publicly stream the game again and have accounts.
He was an asshole from more than a year ago who would stream games where he would troll his own team. Apparently he had 31+ permabans before Riot finally put their foot down and permabanned him as a person from their games.
The community, in all their infinite wisdom, think he's either innocent or want him back because he was "entertaining". Ironically they have the gall to complain about player behavior in the same breath when he was encouraging all the negative aspects of it.

Tyler1 would get an account banned for toxicity then make a new one while mocking riot. His viewers found this inspiring and started doing the same thing. Riot eventually perma-banned him in an attempt to put an end to it.
