you have to decide if there a chance for victory, ill use my most recent match as an example, I was Quinn vs poppy (yes I'm aware I was at a disadvantage already) with lee jungle, sona mid, and thresh/jhin bottom, I got the first kill in my lane then I died and could no longer damage the poppy. well I got help from lee and.... we both died because he forgot she had an anti engage ability. now I did complain that I couldn't fight her anymore but it wasn't until the rest of my team was handing the enemy jinx quadrakills that I said we should ff, I didn't want to waste my time or theirs so I muted them all, both of my surrender votes failed while one of theirs was only one short of passing,
in short you have to decide if you can both motivate your team to do better and pull the win or if you should suck it up and put your pride away and just move on, because if you can win and its clear you can get your team on track to win then no don't surrender, but if you clearly have NO CHANCE of winning then just deal with it and move along, your team will be better next game
