i know i cant be the only who finds this really annoying and frustrating especially when they know for a fact you called a lane first but they dont care at all because they know they can get away with it. Reporting barley works and out of like the 100 people i have reported only about 3 actually got punished

In any case, perhaps you got a message saying "a player you reported previously has been punished" a few times, but that does NOT mean that all your other reports did nothing. It means that your report was the last straw; when counted along with all of the other reports those players received, it was enough to warrant punishment. Not getting that message simply means that they had not yet been consistently toxic for long enough to be punished.

You only get to see the notification if that report was what gave the person a punishment.
and can't do anything about instant locking people.
