I read that different phrases are considered toxic on different servers. Does the data base cross reference all servers to catch these people not speaking english on NA?
I assume only the common foreign swears are counted. Most people dont understand them so the automated system probably doesnt hear about it often enough to consider it a problem.

The reason for that isn't (only) language, but literally people from different regions considering different phrases toxic; they simply react differently to certain subjects. So it shouldn't actually matter how offensive that phrase is on another server. They're not on another server.
That said, if it's obvious insults, people will obviously still find it offensive on this server and report for it.
