Why is team builder now for 25+ summoners!?

I've been playing Team Builder for a LONG time, and I absolutely loved it. It was fun, there wasn't as much toxicity due to the lack of calling your spots, and I love being able to play with a friend of mine after simply inviting them. But now, even though I'm a level 23 and not too far away from getting, I still have to have 8 champs, which can be a problem for some others as well.

Not only that, but probably 1/2 to 2/3rds of the players are gone! Anyone under 25 is screwed, and if we thought waiting for a Jungle or a Support was time consuming, waiting for a Jungle or Support with a fraction of the players will be even worse. I loved Team Builder, and so did a LOT of others. Even the 25+'s suffer because they can't teach friends how to play without going through the stress of blind pick, play with friends who haven't hit 25 yet, play their smurf in the mode they want even though they're experienced...

I'd much rather have someone who's bad at whatever role they picked, but willing to try, rather than watching 2 people fight because they both wanted a role, and have them both ruin the game for our team. I'd much rather wait 10 minutes for a game and get 5 people willing to cooperate than wait 2 minutes for a game and get an AFK player and a support who can't do anything because they were booted out of top lane or whatever.

If there is any legitimate reason for making Team Builder 25+, please enlighten me. As it stands now, they've effectively trashed one of the best modes in the game.
