Is it just me or?

I've noticed some mid laners, losing lane, like a recent influx of people purchasing Tear of the Goddess. Veigar, get chalice of harmony, plus tear, loses lane, ends up feeding hard, gets Seraphs Embrace, theyre too fed to make use of it. But its not just veigar, its a a ton of people just buying tear for the mana, even though there is way better items, but every random mid I have on my team buys it, whats going on with the influx of tear purchases?
