New jungle camp gold isn't enough, lets make it scale!

Yep, make it scale. As it stands I've only finished the jungle item past the core smite transformation item 3 times out of the 50+ games I've played since the changed.

And even then I sell this smite item for my 6th item making it all moot. So. Lets make it scale. Lets make this jungle item worth finishing. Maybe towards the end of the game junglers are earning like 60-90g per camp extra (thats obviously still less than 70% of a minion wave espically since the wave takes half the time it takes to kill a camp)
