I got a link to an Easter RP givaway, is it a scam or not?

I got a link from a message from one of my freinds that claims Riot is giving away points that you can redeem for RP for inviting people to their site. It looks extremely fishy to me, containing a lot of the tricks a lot of scammers use, but I want to make sure i'm not actually missing out on anything.
