Garen's Buff Icon for Judgement Does not match the actual time

I was playing Garen in a practice game and noticed that Garen's Buff Icon for Judgement only reached approximately 1/8th of the way to full before the buff was ended.

Will this be fixed with the upcoming VU to Garen?

There are 2 buffs applied for his Q, one for the silence and another for the speed buff, one of them is much shorter than the other
