E - Lucent Singularity Can be re-cast in flight to detonate on arrival

I'm really happy about it.

I had talked to a Rioter a while ago (right after the Gragas change) about it. The Rioter said that it was against the design philosophy due to the type of champion Lux is. I'm glad that this philosophy has changed.
