Matchmaking working as intended.
If it makes you feel any better I've seen a bunch of beginner level 10-20s (no smurfs) against a team similar to the second team in your screenshot.
lol @ people downvoting your small piece of evidence that matchmaking is actually broken. These ridiculous matchups will continue as people believe that it's impossible to track individual skill metrics and apply it somewhat to MMR instead of relying solely on who you win/lose against.
