Does getting Gold give you Morgana herself? Or do you have to previously own her?

It does. You get both her and the skin if you don't own her (at least it was like this in previous season).
if u dont have morg and u are gold ranked thats messed up.
shes 1350 and a really good support. anyone silver+ should have her even if they dont play support.
