Make access to GP10 items require a mastery deep in utility tree (or just a number of points in it)

Like the title says, since GP10 items were solely designed for supports why not make it so that only they can access them? One way to do this is to simply make them only accessible if you possess a mastery deep in the utility tree (or just a specific number of mastery points).

Another problem I see is that nontraditional supports will replace traditional supports with the the increase in gold to the role. A way to curve this is to restrict anyone who has access to GP10 items, to be unable to purchase certain AP or AD carry items like IE and death cap. If someone wants to go a non traditional support and go in an offensive/defensive tree they can, but they will not have access to the new GP10 items.

Just an idea.

But even before these items I could pick Philo on Cait and build AP on her to support my AD lux in lane. I'm just saying that you have a point, but it's not actually a bad problem in my experience, though that's just my opinion.
