Technically speaking you aren't allowed to use custom skins but because it doesn't change the game in any shape or form for anybody but you (and even then it's not changing much) Riot doesn't really care to much about people using them.

Yes but Riot Games have Issues if you have any 3rd party program linked with their game that is IN-USE. I'm not going to risk it but there are really cool custom skins out there, I'd love an answer from Riot Games, I'm sure thousands of other plays are wondering the same thing and it would make them feel better after we get some clarification about this matter.

I won't try to persuade you but there are youtubers who use custom skins and record themselves doing so. Riot won't take action against you unless its giving you a gameplay advantage. As long as it only affects you and not the game/others or isn't any form of cheating Riot won't really bother you about it

When they use those custom skins they hide their everyone in the match's IGN. Lmao.

I don't think it's an issue since it doesn't effect gameplay like a script does. And you your a script kiddie, then you don't deserve to play this game if you aren't going to put the effort into getting good.
