It's that they seemed to have gotten reworked for no other reason than they were to good and just nerfing their numbers wouldn't work. Shen seemed to have been reworked for a similar reason. There was no good reason for Zac and Maokai to get reworked over other tank junglers who need reworks a lot more like Nunu, Rammus, Volibear or Amumu and I know Rammus has a bunch of changes on the PBE right now.
well heres a funny thing about maokai prior to the rework his win rate has been below 50% for over a month.

but lets make his ult bad, take damage away from W put it on E which is unreliable , and basically take away any chance of him doing any damage and being able to trade with any one at all to "fix him"
