How does riot decide where champion basic abilities go for q, w , and e?

When the riot champion creation/ rework team work on a champion, how do they decide what basic abilities are q, w, and e? Is it in ascending cool downs? Is it in the order that the abilities were first imagined? Or is it just random? Meaning why is yasuo's dash e instead of q? Or why is Zed's razor shrunken q and not e?

Would be cool if someone from the riot champion creation team answered this.

Usually its dash on E and damage on Q and that kind of thing there are exceptions though.

Does that mean that blinks go on w like zed and leblanc? And vayne's dash is on her q.

In Vayne's particular case though, Q is her main activate-able damage source.

That sounds reasonable. Does that mean that the abilities are placed in ascending cool down?

Not that I know of, though I could be wrong.

I believe they just try to find a general trend to match it along. If you think about it though, the highest damaging/most used spells are (usually) on Q/E, and more passive/less used abilites are on W. I'm assuming it has something to do with how easy it is to press the buttons? Depends on how you lay your hand on the keyboard, but I find it a lot easier to quickly tap my Q/E keys, as opposed to my W so it would make sense less used abilities (passive, high CD, less damaging) abilities would be there.

This is all just speculation.
