Default Champion Rune Pages

In the game currently, rune pages are a pretty big problem for newer players/players with less games played. Runes provide a MASSIVE advantage and frankly, without them, you're screwed. Its true that tier two runes are extremely cheap now, but the are also extremely inefficient compared to their tier three, more expensive brethren. And the Tier threes are so expensive, a single level 3 completed rune page can cost you 10k+ IP... Which is some what absurd. For a new player, that's 3-4 champions they could have bought, which is a big deal to players who don't earn IP very quickly and don't have many champions.

My solution is to make it so each champion has their own Riot made default rune page. It would be basic and it wouldn't unlock any runes for the player to create custom rune pages, but they would at least have this page to go off of. If you want a custom rune page, you'd have to go buy all of the runes you wanted or needed, so that you could build custom pages over time, but at least you have a base page that you could work with. This is far superior to the current system in my opinion, and provides more opportunities for newer players to have a better, more consistent, and more competitive experience.

Generally if you're below level 30 then your opponents won't have complete rune pages either, so it doesn't really matter. My suggestion would be to never waste your ip on tier 1 or 2, always go for 3 and always check which tier 3 is the best for each category, like marks have the best damage, glyphs have the best magic resist, etc.
