Is getting Elo Boosted by a player other than yourself a reportable offense?

Some booster made me lose promos and its 2 in the morning and my anger is festering

Teammates claimed he was a smurf but he didnt say so himself. Only evidence is that the player goes from playing a small pool of champions with low win rate to winning about 80% of the games they play with champions they have "never played" with incredible kda's and mechanics of someone much higher than the elo Im in (silver). Flash key also switches as soon as the player miraculously starts playing much better than before.

I'm not trying to defend the booster, I just want to state i have a smurf and i practice champions that i want to play in ranked. I don't play them in normals because they are not fun to me, but in Ranked they help me win (although i don't really do Solo Ranked anymore thanks to AFKers and Trolls) and on certain champions (Mostly Talon) i play with Flash on F instead of D. Why? Because with Talon most of my reflexes need to be in my Index finger and thats the finger i use to hit F. On other champions the focus of my reflexes in on middle or ring so i keep Flash on D. It doesn't really help me perform better or at least i havent noticed, its more of a placebo effect i guess but i still do it :I... So even though that sounds fishy as hell, there could be reasons for it....

after posting this i kinda regretted commenting... im worried ill be seen as getting boosted... im not but now im worried....
