Gifting a friend

I find that waiting at least 2 weeks before gifting someone would be incredibly inconvenient, because I accidentally deleted someone while trying to move them to another list of friends, but I ended up deleting them. SO now I can't gift them the skins that they wanted because I have to wait which is not nice. Is there a reason as to why this is? And if so, can we get a timer or something as to when we can start gifting them??
