Blocking People
Is there a way to block people so that you don't ever play with them EVER AGAIN?

Yeah I actually had an old duo ranked partner who got really annoying asking for RP. So I blocked him and then about 2 weeks later he shows up on my team in a game. It was a very awkward game so I just muted him.
All you can do is block them, and/or report for unskilled which moves them to a different queue so you are more likely not to see them again.
I wish. Chances are actually very slim into running them again, unless your playing team builder mainly because the amount of people that play it is a very low number, sadly.
