A Summoner Has Disconnected vs. A Summoner Has Quit

I never understood why the announcer lady always says, "A Summoner Has Disconnected" whether or not they really did have internet problems and disconnected or actually just legit quit the game. If she said, "A Summoner Has Quit" for when someone actually quits, it gives a much more legit reason to report them for leaving the game, rather than me not being sure if they really quit or if they did simply just disconnect.

I feel like I worded that strangely, but I hope you get my point.

The problem then becomes someone just turning off their internet (router, wifi, unplugging, what ever) to simulate a false disconnect.

All quitters are people that disconnected. Not all disconnects are quitters.

Also you would need a fairly advanced AI to be able to tell the difference.
