Can't we just do this as punishment for toxic players.. Make a map mode for summoners rift and force them to play so many games with every other toxic player out their before they can play normals and ranked? This way all the toxic players can annoy the hell out of each other to the point they either quit and reform like in prison and wish they never go back again.
This concept, also known as Prisoner’s Island, has been proposed multiple times and considered by the Player Behavior team. However, we ultimately determined that this model was not a good fit for League of Legends. Not only does it go against our goal of reforming toxic players, but it also feels extremely negative in the rare case someone is incorrectly sent there. Finally, since League of Legends is a free to play game, prisoners may opt to just abandon their account and transfer their toxicity to our newest players.
Set up an independent server and game mode just for them? I think it's still better to just give them a block for a while and if it repeats extend it each time. Maybe they're just having a bad day and it was a one time thing, suddenly turning the game unfun for a while ( and I assume no dodging) just isn't a good way to run a game. Freeze them for a few hours/day/3days/week/month and see if they improve. If not they'll get bored waiting to play one game per month.
Because GTA V online tried this and it just made people more toxic XD
