They do reach out to content creators so they can have access is appropriate but otherwise PBE acceptance is semi-random, accepting players randomly but also targeted at players that meet their needs for what's being tested. They send out invites each cycle, so just make sure you're signed up and don't get yourself punished.

yeah to comment on what nami said they mainly pick people with no behavior issues and people who fit the current patch of testing so if you have a thick support pool and they are trying to add stuff for that you can be invited same thing for that assassin rework thing my buddy got in when all they came out cause he main 5 champs are and
