that states im not allowed to play whatever champion i want in whatever lane
if i wana play ashe mid im gonna play ashe mid :| nothing says i cant

At the very least don't jump straight into ranked in a role that your champion doesn't fit very well. As long as you aren't deliberately making your team's chances at winning worse, you can't be punished for playing off-meta.
Team composition and considering others is an important part of wining the game. are you trying to win the game?
I'd suggest you learn to play 
since he is actually meta in mid lane and plays kind of similar to

I always ask in lobby if they would be ok with me playing something off meta. If I get jeers I play something meta or I dodge. Or I queue for a bot game if I really want to play that off meta champion.
