The new queue system

Just me venting about stuff that I genuinely hope is being addressed when it pops up in game. Namely, people stealing another person's role/lane and then subsequently trolling and not even participating in the game. Riot, or anyone else that cares to chip in, do you think that this is actually being addressed? And/or that those people, when reported, are being punished? I just need some solace in the matter, and i'm sure that i'm not the only one that feels this way. This sort of behavior is why people get so frustrated with the LoL community.
