Can I not get Leaver Buster for just being afk for one minute before the match ends in 35min+ match

The internet stopped working for 2 minutes, The enemy core was half hp, I got disconnected for 2 mins, I log in to see I got Leaver Buster.

Feelsbadman, Can you guys not punish me when I am not actually going afk or trolling? Hopefully a Riot employee replies, This is sad and undeserved harsh punishment of waiting 20 mins for 5 matches.

It just makes me not want to play league when I know I did not actually go AFK like others actually do for 20mins+

Edit: Fun fact: I made this thread while waiting in queue for my 20min time to end so I can start queue. Sighzzzzzz
