Heartseeker Ashe Skin Release

Hello,

I was simply wondering if anyone knew the exact time Heartseeker Ashe came out? Would it be midnight tonight for Valentine's Day? Or later in the day? or does no one know. I want to gift it to a friend but I need to do it before he gets it himself XD Any help would be appreciated. :)
