Reporting for not surrendering?

Nope!

I believe that not surrendering is plainly a catalyst.

If I'm judging a case where the guy is feeding/griefing/whateva and 3+ players are complaining that he's not surrendering, then I will hit punish much easier.

If the guy is reported for feeding, but looks like he may actually be trying, whikle not surrendering, I tend to hit pardon more easily.

surrender shouldnt be available in games with no afk or say unless 1 team is up 25 kills.

I have already reported people for this (duo queues) but rarely and only when they were clearly (stating it in chat, even) voting no just to keep on trolling and literally keep the other 3 people hostage.

They can report you for anything, but it won't result in a punishment. The tribunal does not see who voted yes or no.
