It's certainly REPORTABLE... Almost anything is able to be reported. Whether or not they get BANNED is the question

Well like I had called and locked in a top champ, and he was supposed to be support. I ended up going support because I at least wanted a chance, and he goes on to feed... I would have gone a real support champ otherwise...

There's no official meta so players are pretty much allowed to do whatever they want. It's why it's so hard to punish intentional feeders
