I guess no Aetherwing Kayle Chroma because Riot will only pick popular skins. It seems like EVERY one of them champions skins should get a recolor, that's all they are is a recolor.
590 is not the greediness from Riot, it's making only 3 chromas and only for one skin for that. :/

Seeing as skins often have very different color palettes than the base, it would be rather awkward making, say, a purple Chroma for Fizz that applied to all of his skins as well as classic Fizz. What would purple Void Fizz look like? Would it be different enough to be worth using at all?
Well each skin is its own thing, they would need to be each recolored one by one.
The price is completely ridiculous. These should be an IP purchase.
I am very confident that when considering this endeavor, they had a discussion about pricing, and there was probably consideration of the question:
Are we delivering enough value to charge only RP for it?
The obvious answer was "No." However, since money would not be made off of chromas if they were released at value, they are instead priced above their value.
