How long until you can steal someones name

Do they automatically lose it and you'll see after a period, or can you just name change and take it if they're inactive after a period? With name changes on sale I'm curious as I want a name and the current owner has been inactive around a year.

I believe that a name becomes available after: 1 month for each level of that player if they are inactive.

Did that make since ?
