What if instead of champion free week rotation ...
There were two days each month where EVERY champion was free? (for non ranked modes only)
Then you could preview the champions you wanted, without removing the incentive to unlock them permanently.

What would new players do if they could only play twice a month? Give up ya idiot
You know what would be better? The champion preview game mode that other MOBAs, like SMITE or HotS, have had since launch. You know... the same preview mode we've been asking for for years. 
But in all seriousness, it is a cool idea. At least this way the players that have been trying to save up for a champion will have the ability to check them out in normals before spending the IP.
