riot when you change smite stacks

give us 2 stacks at level 1. that would really help the junglers with poor sustain. don't make us wait until 1:40(maybe start it at 00:45 so its up by 1:55) Or just don't make the change at all :/ it's already hard enough to clear the jungle with the long ass smite CD
