Riot, dont disable an item unless it causes a GAMEBREAKING bug

As far as I'm concerned, frost queen's claim only works with fizz (the bug portion) and no fizz would ever, ever buy it. If it wasnt limited to just fizz, why is it gamebreaking? It only works when you KILL a minion, something no support would ever do unless they wanted a scolding from their adc. Not to mention, the active component isnt even good.

It isnt gamebreaking, dont disable it. Now I'm gonna be seeing relic shield sona and janna everywhere..

As far as i know it was happening to other champions as well. Ive seen post with people using it on Morgana, Annie, Lux, Sona, and Zyra.

You won'the be seeing any more relic shield sonas and jannas than usual, because they don'the care if FQC gets disabled. More often than not they don't fully upgrade it. Second tier than leave it there.

Besides, some FQC users will kill minions. Mage supports often begin taking some farm in the midgame. Not uncommon at all.
