Ranking system is depreciating

I looked at this guys match history and he was clearly trolling other games. He even said that whichever team he hates most loses... I'm not gana play a game with this guy to have a 25% chance of winning the game. It angers me that i have to be the one to be punished by people like him. He pretty much forces me to dodge. He even said "ready to lose". Also, he told me to "kill myself". Is this not enough proof to get this guy banned? You guys really need to start to take this more seriously. Ranked has become a joke because you guys wont up your standards. I can hardly go into a game where someone is raging in gold/plat elo. Most of the time its the people that are ether plat 5 or gold 5. You guys have created a toxic net that just brings others down. I don't feel like there should be a net for people who cant stay in their elo. it's taking the fun away from the legitimate players in the game and aiding the toxic. I can make a pretty good guess on why you do this. If bad players continuously to go down they are probably going to quit this game. It gives them the ego that they are actually good if they are plat 5 or diamond 5 and they deserve what they get. Which only leads way to elo boosting. You guys don't want people to get demoted because you will lose $$$. You guys would rather have a chaotic ranking system than lose $$$. Which might sound like a good idea right now but in the future your going to end up losing your few legitimate players and league will fall.
