Hextech Key Fragment Drop Rates

I feel like it is hard to get keys quickly enough to go with the chests. I have had 2-4 unopened chests sitting around for weeks, and no keys to open them. Whenever I get a key, I usually manage to get another chest shortly after, so I still have the same number of unopened chests.
