Swain QOL change

I think it would be helpful if Swain's Q targeted the lowest health minion, instead of the closest one. It would help his farming, help his waveclear, and even be thematically appropriate.

They're already planning on adding an execute to his Q that will instantly kill minions under a certain health threshold so you don't miss as much farm. I like your idea a lot, but I think adding both changes would probably make his Q too good at farming.

So the priority would be E-affected units, lowest-health champions, champions in general, lowest-health minions, closest minion? Because that's the general priority you'd have as Swain, I think, but if he wants to fry a full-health squishy with his full-combo over a half-health tank, he'll be more than capable of that.

Also his W time to root is a bit too long. I should be able to Q slow someone and W the edge direction and root them. Currently 90% of champs can walk and not get rooted.
